Maintenance Control Planner, GS-1601-9
This is a Direct Hire Authority (DHA) solicitation utilizing the Section 9905/Maintenance & Repair Direct Hire Authority to recruit and appoint qualified candidates to positions in the competitive service.
As a Maintenance Control Planner, the incumbent is assigned primary responsibility for the ongoing maintenance, control and administration of a comprehensive preventive maintenance control program and computerized maintenance management systems (CMMS). The work is for multipurpose projects which may include any of the following: potable water treatment facilities, residuals processing facilities, dredges, water storage reservoirs, water pump stations, water conveyance facilities, and various supporting buildings and grounds at several locations.
Receives all maintenance work requests, identifies/diagnoses the nature of the problem, and in coordination with maintenance supervisors, determines most efficient and optimum method of fixing/resolving and what resources will be required. Prepares and assembles detailed work order packages to include necessary labor, by craft/skill; necessary tools and equipment required for each task; bill of materials and acquisition plan for parts procurement; required permits, clearances, etc.; prints, sketches, photos, special procedures, specifications, sizes, tolerances, and other technical references that the assigned crew is likely to need for in job execution. Releases job for scheduling only when all required resources (other than manpower) are on-hand. Receives completed job packages from crew supervisors, records failure coding and details field work completed in FEM and closes work order.
Additional duties include but are not limited to, preparing or assist in preparing of annual/periodic reports, attending maintenance meetings and communicating project status; CMMS system control, oversight, repair history, analyses, data entry, and documentation of current and future maintenance operations for the ongoing maintenance control programs. Developing or updating equipment profiles, history, maintenance schedules, and related maintenance procedures and requirements for separate pieces of equipment and/or facility features from the time of purchase until retired or replaced.

The Aqueduct, built and superintended by the U.S. Army Corp of Engineers, has been providing water to the District of Columbia since 1863 and currently wholesales water to three customers: District of Columbia Water and Sewer Authority, Fairfax County Water Authority and Arlington County. Requirements
The ideal candidate will have the following one year of Specialized Experience (equivalent to the GS-7 level in the Federal government):
| 1) Working in a skilled mechanic/pipefitter/electrician trade or planner/estimator in a technical group dealing with mechanical/electrical/pipefitting industrial maintenance. 2) Utilize Computerized Maintenance Management System for job execution. 3) Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. 4) Applying technical specifications, blueprints, and O&M requirements |
OR
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
